is equivalent to
${\left(2 x + 3\right)}^{\frac{3}{4}} = 8$

(take the cube root of both sides:)
${\left(2 x + 3\right)}^{\frac{1}{4}} = 2$

(take both sides to the power of 4:)
$2 x + 3 = 16$

(simplify:)
$2 x = 13$

$x = 6 \frac{1}{2}$
