$x = 63$
Subtracting $3$ on both sides:
$2 = \frac{1}{4} \cdot \sqrt{x + 1}$
multiplying by $4$
$8 = \sqrt{x + 1}$
squaring and subtrtacting $1$:
$x = 63$
