$\implies \frac{1}{2} x - 8 \le 0$ Add $8$ on both sides.
$\implies \frac{1}{2} x \le 8$ Multiply both sides by $2$.
$\implies x \le 16$ This tells us hat $x$ has to be less then or equal to $16$.
