I think this has been answered before but I can not seem to find it. How to I get to an answer in its "non-featured" form? There have been comments posted on one of my answers but (maybe its lack of coffee but...) I can only see the featured version.

Explanation:
When you're looking at an answer on the /featured pages, you can jump to the regular answer page, which is what I assume its "non-featured form" means, by clicking on the question.
When you do that, you will get the regular answer page, which will allow you to edit the answer or use the comments section.
