If you count total number of cells and multiply 23 pairs of chromosomes , then yes.

Explanation:

Each cell is having 23 pairs of chromosomes in a somatic cell. The chromosomes have genes. Each chromosome is with number of set genes. Even though each cell is with same number of chromosomes, the genes of the chromosomes have a program accordingly the genes are activate. Naturally having billions of cells and chromosomes are not activated together. This is known as cellular program.
