Because it ionizes completely on dissolving in water, HCl is a strong acid.

Explanation:

Very soon after dissolving a quantity of HCl gas into water, ionization of the molecules into #H^+# ions and #Cl^-# ions, with no HCl molecules remaining.

This, by definition makes it a strong acid.
