a strong base is a compound that in water is completally dissociated in a cation and in one or more #OH^-# ions.
Stricly speaking, are strong bases only the bases of alkalines metals (exception LiOH), like NaOH, KOH, CsOH.
Bases of alcaline earth metals are quite strong but it is not easy mesure its force because of their not big solubility in water. The stronger is #Ba(OH)_2#
All the other bases are middle or weak, and except for ammonia #NH_3 + H_2O = NH_4^+ + OH^-# and organic amines, they are little or very little soluble
