They had to conciliate the interests of the 13 original colonies in order to maintain the Union, the South was represented by planters who owned slaves and wanted free trade to export their crops whereas the North was represented by merchants who wanted protectionism to be protected from European competition.

It is what caused the early opposition between the Federalists and the Anti-Federalists which made up the Democratic Republican Party. These two groups indeed disagreed on how big the federal government should be.
