In simple terms sufficient light, aerated soil (CO_2) and water.

Explanation:

for germination of seeds three things are utmost necessary
1. sufficient light (16 hrs light and 8 hrs darkness (will vary from plant to plant) )
2. aerated soil (for nutrients and important gases like CO_2)
3. water (sufficient water to dampen the soil)

to trigger the process many plant biologist use various hormones like gibberellic acid, abscisic acid etc.
