Germany proposed that Mexico declare war on the United States if the United States would enter World War 1 against the Germans.
Explanation:
The British intercepted, decoded and forwarded the information to the United States. The damage was increased when the German Foreign Minister validated the intelligence. The American public were outraged at the meddling in their affairs and the U.S. soon declared war.
