The only planet without surface winds is Mercury.

In order to have surface winds you have to have an atmosphere. Mercury is the only planets with almost no atmosphere as the solar wind blasts it all away.

The inner planets are Mercury, Venus, Earth and Mars.

Mars doesn't have much of an atmosphere so the winds there are not likely to be overly strong.

Venus has a very dense atmosphere, which gives the potential for the greatest pressure gradient and therefore will have average stronger winds than Earth.
