Which state made the proposal to create a bicameral national legislature, with representation based proportionally on each state's population?

George Madison of Virginia


The so called Virginia plan was based on the states's population. This plan would be modeled after the English parliament with a lower house for the common people with a short term of office and higher house for the more elite people with a longer term of office.
This plan favored the states with a higher population like Virginia , New York and Pennsylvania.
