How do you solve x-2y=-2 and x-2y=3 by graphing?

For x - 2y = -2 set first x and then y equal to zero to establish intercept points:
(0,1) and (-2,0)
Draw a straight line through both of these points on graph paper.

Similarly for x - 2y = 3 find the intercept points as
(0,-1 1/2) and (3,0)
and draw another line through this pair of points.

The solution is where the two lines cross (except, of course, in this case, the two lines do not cross since they are parallel and there is no solution for this pair of equations).
