If the reaction involves change at the NUCLEAR level, is this a chemical reaction?

I'll have a bash at this, and someone might be better informed. Chemical reactions are characterized by the rearrangement of electrons.

Explanation:

Given the above definition, any reaction that involves modification of the nucleus is a nuclear reaction rather than chemical (and in principle a lot more energetic).
