An acid is a substance whose pH level is less than 7.
Base is a substance whose pH level is more than 7.
A neutral substance is a substance whose pH level is 7.

We use pH value to measure the acidic,basic or neutral nature of a substance according to its chemical properties. pH ranges from 1-14.
1 is said to be highly acidic and 14 is said to be highly basic.
