Explanation:

16 - 4t <= 36

1/ First you can divide everything by 4 (as 16, 4 and 36 are multiple of 4).
That give you :
4 - t <= 9

2/ Then you can move 4 on the other side to isolate t :
-t <= 9 - 4
Equivalent to - t <= 5

3/ Finally, you multiply by -1 (negative number), so you have to change the sens of the inequality. That give you :
t >= -5
