Why did the majority of southern states refuse to ratify the 14th amendment?

Explanation:
The was fought over the role of the Federal Government versus that of state governments. If they voted for it that meant they favored ending slavery, which of course they did not. The 14th Amendment guarantees equal protection under the law which not only included people of color but women as well.
