Explanation:

Every atom has a valence shell (valence shell is outermost shell of an atom which takes part in a chemical reaction) . When valence shell tends to attain/gain 8 electrons in its valence shell(outermost shell) it is called or defined as octet rule. For example Chlorine which has 7 electrons in its outermost shell will gain one electron to complete its valence shell following octet rule.Hope this helps thanks
