The slope of a perpendicular line is the negative reciprocal , therefore #1/3#.

Now, using point slope form, #y - y_1 = m(x - x_1)#, we get:

#y - (-1) = 1/3(x - 4)#

#y + 1 = 1/3x - 4/3#
