Yes. And no.

Explanation:

“Reliability” is a lot like “efficiency” in energy definitions. It depends on what your desired outcome is. The continued existence of wind is very reliable, given the natural planetary forces that produce it.

Harnessing wind energy to produce a reliable source of energy for other uses is much less reliable. Variability in wind frequency, strength and direction need to be included in an efficient design for a wind energy collection facility.
