if ammonium chloride and ammonium idroxide are in equal quantity, they form tampon solution at pH 9,25. Al(OH)3 is an amphoteric idroxide, it is ppt over pH 4 but it goes in solution at pH 10-11, while Ca(OH)2 goes down in ppt only over pH 11-12
