The given reactions are

#X^-2 + Y -> X +Y^-2........................(1)#

and

#X+Z^-2 -> X^-2 +Z..........................(2)#

Eq(1) reveals that Y is stronger oxidizing agent than X, because Y takes up 2electrons from #X^-2# forming #Y^-2#

Eq(2) reveals that X is stronger oxidizing agent than Z ,because X takes up 2electrons from #Z^-2# forming #X^-2#

So order of their of their oxidizing capacity is #Y>X>Z#

This implies that Y can oxidize both X and Z but X oxidizes Z

If we add this two equations (1) and (2) we get

#Z^-2+Y->Y^-2+Z...............................(3)#

Eq(3) reveals that Y is stronger oxidant than Z

Hence weakest oxidizing agent is Z
