I'd challenge anyone to do this by IR spectroscopy.......And you're a shot bird with respect to mass spectroscopy; it will not differentiate.

Explanation:

I suppose IR spectroscopy might tell you which amine was secondary (but I wouldn't believe it). I think you need a more direct method of analysis, ""^1H NMR "spectroscopy".
