If you are asking about the initial leader and creator of the Chinese Communist Party, it was Mao Tse-tung.

Explanation:

Mao Tse-tung was one of the founding members of the People's Republic of China. I'm not sure exactly how much historical context you would like, but briefly...

Mao Tse-tung envisioned a China that could compete with Western powers, and in order to do that, rapid industrialization was necessary. Through such initiatives as the Cultural Revolution and the Great Leap Forward, Mao was able to largely accomplish this, but not without ramifications for the Chinese population.

Mao Tse-tung and the advocates of what would become the Chinese Communist Party in their aims to establish a modern China fought Sun Yat-Sen and Chiang Kai-Shek and the Kuomintang (the KMT). Eventually, after the Chinese Civil War, the KMT and Chiang Kai-Shek were forced to flee to Taiwan.

By the end of his life, Mao was responsible for establishing the Chinese Communist Party and also for creating the modern governmental system in China, the People's Republic of China.

I hope that helps!
