#y-3x+10=0#

A line parallel to #ax+by+c=0# is of the type #ax+by+k=0#

As #y-3x=2# is #-3x+y-2=0#

a line parallel to it will of type #-3x+y+k=0#

Now as it passes through #(2,-4)#, we have

#-3xx2+(-4)+k=0#

or #k=6+4=10#

Hence equation is #-3x+y+10=0# or #y-3x+10=0#
