Well, we use it to find out what we got, and how much of it there is.
Shine a specific frequency of radiation onto a molecule, and you can get a response as the molecule or part of that molecule absorbs that radiation, and maybe re-emits it. And luckily that response is DIRECTLY proportional to the number of absorbing species, and thus to the concentration of that absorbing species.
And so spectroscopy can be used qualitatively and quantitatively.
