France was infuriated by America's choice to sign Jay's Treaty, so they went to a war at sea.

Explanation:

Jay's Treaty was to reconcile the United States and Britain after years of lingering issues between them. Around this time, France was at war with Britain and felt irritated at Americans for "choosing" their side. A naval war ensued that was then called the Quasi-War.

It is called the XYZ Affair because when John Adams (president at the time) handed over reports with the French names crossed out and replaced with X, Y, and Z.
