Given 0.9(a+$50)<=$117

Divide both sides by 0.9

0.9(a+$50)<=$117

a + $50 <= ($117)/0.9

Subtract $50 from both sides:

a <= ($117)/0.9-$50

a <= $80

Assuming that you do not want to take the groceries out of the cart, zero should be added as the lower bound:

0 <= a <= $80
