$x-3y-7=0$

Equation of a line having a slope of $m$ and passing through point $(x_1,y_1)$ is $y-y_1=m(x-x_1)$ .

Hence, equation of a line having a slope of $1/3$ and passing through point $(1,-2)$ is

$y-(-2)=1/3(x-1)$

i.e. $y+2=1/3(x-1)$

or $3y+6=x-1$

and in general form i.e. $ax+by+c=0$ ,

desired equation is $x-3y-7=0$
