x-3y-7=0

Explanation:

Equation of a line having a slope of m and passing through point (x_1,y_1) is y-y_1=m(x-x_1).

Hence, equation of a line having a slope of 1/3 and passing through point (1,-2) is

y-(-2)=1/3(x-1)

i.e. y+2=1/3(x-1)

or 3y+6=x-1

and in general form i.e. ax+by+c=0,

desired equation is x-3y-7=0
