Equation of a line having a slope of #m# and passing through point #(x_1,y_1)# is #y-y_1=m(x-x_1)#.

Hence, equation of a line having a slope of #1/3# and passing through point #(1,-2)# is

#y-(-2)=1/3(x-1)#

i.e. #y+2=1/3(x-1)#

or #3y+6=x-1#

and in general form i.e. #ax+by+c=0#,

desired equation is #x-3y-7=0#
