${H}_{\text{2}} O$ has partial charges and can therefore bind to salts like NaCl, causing the density to rise.
${H}_{\text{2}} O$ has a partial negative charge at the O and a partial positive charge on both the H's causes by the difference in masses. (The heavier particle will pull more on the electrons, causing it to become more negatively charged)
The death see has much salt causing it to be more bonded to the water. Since these salts are pretty heavier then ${H}_{\text{2}} O$ the density goes up!
