Let's take a C-Cl bond. Here the chlorine atom is more electronegative than the carbon atom, so will therefore have more electrons on its side. The charge on the atoms can be represented by using delta+ or delta- depending on the charge., in the case of a C-Cl bond, it would be C^(delta+)-Cl^(delta-), except it would be directly above the symbol usually.
