How can high levels of CO2 in the blood kill you?

If the level of CO2 is high in the blood , Haemoglobin will bind to carbon dioxide forming carboxyhaemoglobin instead of binding to oxygen.

If all the haemoglobin binds to carbon dioxide , very few haemoglobin would then participate in oxygen transport , as a result tissues wont get enough oxygen and would die off.
