So dipole - dipole forces could be the forces between water molecules. This attraction occurs because the small difference in charge (not really charge difference - happens because the large difference in electronegativity). Therefore oxygen has a negative charge and hydrogen has a positive charge, thereby making it possible for the water molecules to make interactions to each other.
