You don't. These are perfectly easy to divide in standard rectangular form and the denominator is difficult to express exactly in trigonometric form. So

$\frac{2 - 2 i}{8 - 7 i} \times \frac{8 + 7 i}{8 + 7 i} = \frac{\left(16 + 14\right) + i \left(- 16 + 14\right)}{64 + 49} = \frac{30}{113} - \frac{2}{113} i$
