Factor as a difference of squares.

Let $x = \left(2 - b\right)$ and $y = 25 {c}^{2}$

Then:

$\implies \left(x + y\right) \left(x - y\right)$

$\implies \left(2 - b + 5 c\right) \left(2 - b - 5 c\right)$
