`3y = -19 +2x`

Step 2: Get `y` by it self so lets divide by `3` to both sides

`(3y)/3 = (-19 +2x)/3`

`y= -19/3 + (2x) /3`

Rearrange the equation to this format `y = mx+b`

`y =(2x)/3 -19/3`

`y` int would be your `b`

which `b = -19/3`

slope intercept is your `mx`
`m= 2/3`
