Lets solve for #y#:

#-2x + 3y = -19#

Step 1 : Add #2x# to the right side

#3y = -19 +2x#

Step 2: Get #y# by it self so lets divide by #3# to both sides

#(3y)/3 = (-19 +2x)/3 #

#y= -19/3 + (2x) /3 #

Rearrange the equation to this format #y = mx+b #

#y =(2x)/3 -19/3 #

#y # int would be your #b#

which #b = -19/3#

slope intercept is your #mx#
#m= 2/3#
