Lets solve for $y$:

$- 2 x + 3 y = - 19$

Step 1 : Add $2 x$ to the right side

$3 y = - 19 + 2 x$

Step 2: Get $y$ by it self so lets divide by $3$ to both sides

$\frac{3 y}{3} = \frac{- 19 + 2 x}{3}$

$y = - \frac{19}{3} + \frac{2 x}{3}$

Rearrange the equation to this format $y = m x + b$

$y = \frac{2 x}{3} - \frac{19}{3}$

$y$ int would be your $b$

which $b = - \frac{19}{3}$

slope intercept is your $m x$
$m = \frac{2}{3}$
