Shi Huandi ruled by harsh legalist rules in 221 B.C.

Legalism refers to any doctrine which states salvation comes strictly from adherence to the law (carm.org) . The Qin Dynasty also used a form of Feudalism, which means the central government just control a small area of the Capital, all other area are divided and give control to vassals. These vassals could easily take control/look over the areas given to them.
