You use $\arctan x$ of the angle to find the angle

Because of the picture I will use $\angle A$ in stead of $\theta$

The vertical will be $a$ in the picture and the horizontal length will be $b$
Now the tangent of $\angle A$ will be $\tan A = \frac{a}{b} = \frac{8}{28} \approx 0.286$

Now use the inverse function on your calculator (activated by 2nd or Shift -- usually it says ${\tan}^{-} 1$ or $\arctan$)

$\arctan \left(\frac{8}{28}\right) \approx {15.95}^{0}$ and that's your answer.
