Solve assuming it it is a linear equation. In the case of a negative multiplication/division over the inequality sign, switch the direction of the inequality sign.

Explanation:

#z / 4# + 7 > -5

#z / 4# > -12

z > -12 • 4

z > -48

If you select a test point, say -44, it should work in both the original equation and in the final result.
