Bases feel soapy, or slippery.

Explanation:

Bases react with the fat layer under the skin, similar to saponification (formation of soap). If you get base on your skin, it will feel slippery like you have soap on your skin. If you do not wash it off with cool water and soap, or neutralize the base with an acid, such as vinegar, you risk forming blisters on your skin. You might need medical attention if you ignore the symptoms. Like acids, if you get a base in your eye, you should rinse with cold water for 20 minutes, then seek medical attention for the eyes.
