Well with a separating funnel you can separate the phases fairly easy.

Explanation:

Kerosene and water will form 2 immiscible phases in a separating funnel. Water will constitute the lower phase in that it is more dense than kerosene (perhaps you should look up the density of kerosene?).

By carefully opening and closing the cock, you can drain off the water layer easily, leaving a (wet) layer of kerosene. If you try to do this by decanting off the kerosene you're a shot bird; it would be difficult to do efficiently.
