Look at the electron configuration for the element, and see if they have the same configuration.

Explanation:

For instance elemental carbon has an electron configuartion of:

#C = [He]2s^2 2p^2#

But if it gains four more electron...

#C =[He]2s^2 2p^6# which is an identical electron configuration to #[Ne]#

And then becomes isoelectronic to Neon. So then electronically a carbon atom which has gained four electron has a configuartion of:

#C= [Ne]#
