Yes, increasing or decreasing temperature does affect reaction rate. Increasing temperature will allow the particles to gain more kinetic energy. This means that they move faster and so more successful collisions per unit time will occur, hence a faster rate of reaction.
If the temperature is decreased, the particles move slower, there are fewer collisions and the rate of reaction decreases.
